During the scheduled server maintenance on the week of January 31, the Dragon Soul raid will become enveloped by the “Power of the Aspects” spell, reducing the health and damage dealt of all enemies in the raid by 5%. This spell will grow progressively stronger over time to reduce the difficulty and make the encounters more accessible. The spell will affect both normal and Heroic difficulties, but it will not affect the Looking for Raid difficulty. source
Don't get me wrong, I want the nerf. I think it is necessary to help progression, but I think they nerfing it too soon. It is going to happen at 31, 9 weeks (resets) after DS release. This 9 weeks includes Christmas and New Year, where most of the non-hardcore raiding guilds stepping back a bit (after all blizz nerfing it for the no so hardcore raiders right?!?). That leaves us with 7 progression weeks. I think nerfing it after only 7 weeks of progression is way too soon.
OK, 5% is not big deal and maybe it does not make any difference, and only help if you are actually that close to a kill and you just missing that little.
Their plan is 5% each month, does that mean 6 more months of DS before MoP? Since usually they target a 30% nerf to content.
It is up to 35%, but they said that the process is not automatic and that they will be adding 5% when they feel its need it (per month probably). source
